* NEW: Wallet-core can now emit observability events for better
  diagnostics

expired coins, revoked or defunct denominations

* BUG: Wallets no longer report insufficient balance when funds are in
  the process of being refreshed
* PERF: Asynchronous /keys verification by wallet-core (no more slow
  start on first use)
* PERF: Wallet-core now caches queries for coin/denomination selection,
  and allows cancelling queries
