[Taler] libeufin-sandbox debian package out of date

Hey everyone,

It appears to me that the pythonbank is no more, and instead I need to 
setup a libeufin-sandbox. While trying to do this by following the 
LibEuFin Howto [1], I encountered a problem that `libeufin-sandbox 
default-exchange` does not work.

I installed `libeufin` from the debian repo at 
https://deb.taler.net/apt/debian  as described here[2]. 
`libeufin-sandbox --version` reports `version 0.0.1-dev.3`.


Unfortunately, it appears that this version designation is used since 
June 2021, while the `DefaultExchange` subcommand was added in November 
2021.

Would you mind bumping the version number in the repo and updating the 
libeufin package in the repo please?
