They are really synonyms for the same kind of modelling approach.
"Individual based" is generally more commonly used in ecology, where
"agent based" is often found in other fields such as economics,
and biology.

While that's largely true, I've found ABM to be a subset of IBM... All Agents are individuals, but not all individuals have the "agency" that I think of as going with ABM.

I have also found that some papers labelled as IBMs are really diffEQ models.
