Do they actually reject proposals sometimes? I was under the assumption
that it was almost entirely in the hands of the orgs (aside from obvious
things, like an applicant not actually being eligible). I guess that
Google wouldn't stand for obviously silly proposals, either, but I can't
imagine that comes up much in practice.

As to changing numbers (this is to the rest of folks, Karl already knows
this): Google has indicated that the latest announcement for allocations
is _essentially_ final, in that the only way it's gonna change is if
some orgs give up some slots. This is also why it was pretty safe for
Karl to change our "requested" number of slots to set "the line", since
it's unlikely to be useful information for Google anymore.
