How to allow setting the rate and volume for open Jtalk

In openjtalk.conf there is no setting of rate and volume, however the open_jtalk
command (output attached) allows to set the volume in dB and the speech speed 
rate.

would it be possible to convey from speech-dispatcher these settings?
