To install the files in /usr/share/festival, type:
sudo make install

Result:

root[/usr/share/festival]# ls -1 cz*
czech-debug.scm
czech-lexicon.out
czech-lexicon.scm
czech-mbrola.scm
czech-unisyn.scm
czech.scm
