[PATCH 1/7] replace EPunctMode with SPDPunctuation

Hi Andrei,

Since we will have several public header files now, I believe we should
install them in ${includedir}/speech-dispatcher instead of ${includedir}
directly.

I am willing to make the modifications to your first patch to do this if
it is ok with you.

Also, I have found a better way to do this than I did in opentts.

What do you think?  If I make that change, should I send the first patch
back to the list?
