A wiki is a good place to do this.  Actually, I've seen files like
README.PACKAGERS or something similar with some projects.  What if we
added something like that to speech-dispatcher? I'm not inside a
tarball right now but don't we already have a similar file? if not, it
would be a good idea to add one and package maintainers could submit
changes to be patched into that file if that would help.
