Hello Andrei,
Yes, make distcheck works after you change from ISO-8859-2 to
ISO-8859-16, but the tools ignore the encoding. Here's some output from
texi2dvi, called by make distcheck:
Unknown document encoding ISO-8859-16, ignoring.
I don't know why texi2dvi fails for ISO-8859-2. It appears to be
choking on the non-ASCII characters.
