Andrei Kholodnyi as a reviewer

Hello all,

unless anyone objects, I'd like to welcome Andrei as a new
official reviewer for the Speech Dispatcher project. He will
now also have commit rights into the repository.

I must also say that I'm so far very pleased with the work
Chris Brannon is doing as a reviewer! This led to speeding
things up greately in the past weeks and I think the quality
of commited patches got much better.
