howto avoid dificult user configuration for ibmtts users

Hi,
Bill wrote about the difficult configuration of the ibmtts synthesizer
in vinux.
I think these problems could be avoided without chaning much code.

The ibmtts driver should be build allways by using the free ibmtts-sdk
which can be found on sourceforge.
This would allow to activate all needed options in speech-dispatcher.

If you don't want to install the dummy lib, then extend ibmtts module to
load the libibmeci at runtime.
The module would check then if the synth is available and stop if it
isn't.

Doing these modifications will avoid using a graphical desktop
dependency for main configuration purposes.
Editing sd's config on the commandline should be possible.
