IRC Channel

Hi all,

Could we revive the speech-dispatcher IRC channel? OpenTTS used IRC quit
succefully to discuce matters and I guess it could be a good thing to
speechd. I don't think official matters should be talked in IRC thogh,
like patches reviewing and so one, but sometimes realtime communication
is good.

I can setup the channel, or there are many people here who can.

May we setup the channel and announce it here?
