Speech Dispatcher operates in UTF-8 internally. The different
frontends can perform the conversion if they like. Are you speaking
about the spd-say utility? I think you are correct that it should
respect the locale settings. However, we do not have time now
to do that :( If you send us a tested patch, we will get it into CVS.
