problems compiling speechd-up-0.4

Hi,
I installed the speakup version of fedora 9 (sulphur) and so far it is working 
nicely with the espeak synthesizer.

I want to switch and use speech-dispatcher so I can use gnome as well without 
having soundcard conflicts.

To that end, I downloaded speechd-up-0.4.tar.gz unpacked it and attempted to 
run ./configure.

The configure program exited with status 1 (see output below).

What is going wrong?
