On all mailman mailing lists, a message detected as spam sent from
someone that is not subscribed to any GNU mailing list is sent through
a TMDA confirmation process.  If the message is really spam, the TMDA
confirmation process will fail, and the message is never posted to the
list.  If the message is not spam, the TMDA confirmation process will
succeed, and the message will be posted to the list.

TMDA is currently not available for other GNU accounts.  We have yet
to write the necessary infrastructure to support it, and it requires a
more active role by the user, since with TMDA, if you don't keep an
eye on the messages in the pending confirmation database, you might
lose important automated mail (such as order confirmations).

With the current setup, most GNU users are simply filtering mails
marked as spam into another folder -- and they can go through that
folder as time permits to check for any false-positives.
