Umm, what does peering have to do with the SKS version that one would refuse
to peer with a server running a version prior to 1.1.3?
Short answer, nothing. Peering is 'sks recon'. HTTP POST handling, EEC keys,
searching subkeys by fpr and long key ID, putting a reverse proxy in front of
SKS -- all are changes/issues concerning 'sks db'. A server running 1.1.1 will
not be included in the DNS pool because of reasons with the db server, but
there is absolutely nothing recommending it not to be a recon partner. Nothing.
