[Sks-devel] Apache reverse proxies: ProxyVia On advised

Folks,

Thanks to Todd Lyons checking in about the setup of his new server and
it not showing up as HA, I've updated the the contributed sample config
for Apache in the Peering wiki page:

https://bitbucket.org/skskeyserver/sks-keyserver/wiki/Peering#!apache

In short, adding "ProxyVia On" will result in seeing a header such as:

  Via: 1.1 sks.mrball.net:11371

in the responses.  This is needed if you want your server to show up in
the HA pool maintained by Kristian.
