Touching will trigger an immediate reload. Many operators have switched
instead to the built-in automatic reload.

-membership_reload_interval
    maximum interval (in hours) at which membership file is reloaded

I don't recall in which version it was introduced.

I run with membership_reload_interval:1 so it reloads every hour.
