No, you can run a keyserver for local use without running it for
external usage.

Everyone's free to make their own choice about which version they run,
who they peer with, etc.  Everyone is free to run a keyserver pool
definition in DNS, it's just that at present there's one main pool which
folks generally tend to use.

If your local policy says "more important to be in stable branch of OS
repository system", but the keyserver pool operator has a policy of
"more important to not be broken for use-cases X,Y,Z", then that's fine.
Your server doesn't get listed in that particular pool.  Don't sweat it.

There is no central command and control.  We just all mostly get along,
most of the time.
