[Sks-devel] sks-keyservers.net: Now updates 4 times a day / New North America pool

Hi,

As a result of the performance boost brought by parallelizing the
update process[0], I now run updates 4 times a day.

As requested in Issue 6[1] I've also added a preliminary pool for
North American servers[2]; na.pool.sks-keyservers.net. This is based
on a very simplistic approach, by whitelisting servers expected to be
based in NA and then only including up-to-date servers. If additional
servers should be added to the whitelist, please let me know. The
current list is found in [4].
