The document needs to start with:

  (use-modules (skribilo engine))

This pulls in bindings for all the engine-related functions.

Then, you would rather write:

  (engine-custom-set! (find-engine 'context) 'document-style "manuscript")

However, note that the ConTeXT engine hasn’t been tested in a while...
