Based on the versions I know of ( http://pretest.nongnu.org/versions/ ),
Debian 7 and CentOS 6 still use version 4.13, so it's better to support it.

I also noticed another problem:
"doc/fdl.texi" is not added to the tarball by 'make dist',
I neglected to add it to 'doc/local.mk' in my patch.

I'll send a fix for both of these tonight.
