pageup/down in copy mode broken

I can't page in copy mode. When I try, copy mode aborts and

[5~

is typed (6 for down). :bindkey -m shows

:kN: -> stuff ^F
:kP: -> stuff ^B

testing pageup with cat:

$ cat
^[[5~

environment:

$ env|TERM
TERM=screen
TERMCAP=SC|screen|VT 100/ANSI X3.64 virtual terminal:\

terminal is PuTTY. Any ideas?
