I found a website that has a port of screen for cygwin, but only for
version 3.9.10. The author of the site has/had the same problem as you.

If you're fine using 3.9.10, check out this website it has the sources
and a pre-compiled binary available.

I haven't used it much yet (the laptop I have windows on is more or less
just a dedicated MSN messenger machine) but it seems to be working well.
