I see.
Your tarball lacks a copy of the license; the copyright notices don't follow
the recommended format
<https://www.gnu.org/prep/maintain/html_node/Copyright-Notices.html>.
Could you fix that?
Also, your changelog isn't copyrightable yet, but when it grows, it will need
copyright and license notices; you could add them right now.
