Thank you! pgmfiles.tar.gz an pgmfiles.zip still lack copyright and license notices; readme.txt has no license notice for itself, then, it says that a copy of CC BY-SA should come with the package, but you don't include it in your tarball. At last, there are no valid copyright notices for the images, please check what copyright notices should look like <https://www.gnu.org/prep/maintain/html_node/Copyright-Notices.html>. As a side note: the GNU Project recommends against using the "BSD license", because in fact there are several "BSD licenses", they are all free software licenses, but they are different. In particular, the original BSD license is GPL-incompatible.
