These files lack copyright and license notices:
gsegraphics.css NEWS, some data files in help_files/
(some files say they are public domain; it would be
desirable to mention their authors if possible), many *.texi files
in texinfo_files/.

Also, Savannah discourages short non-descriptive names;
what about gsegrafix-experimental instead of gsee?
