Because not everyone holds copyright in every file. I don't think it would be
right for me to assert an individual copyright on code that isn't mine.
(Compilation copyright is a different matter with a different meaning.)

Irrelevant. Whatever the philosophical difference between "open source" and
"free software" might be it has no bearing on the factual question of whether
collecting copyright assignments might prejudice a future court case.

This discussion is wandering into theology and pointlessness. If this project
doesn't qualify as free software, tell me why it doesn't.  Otherwise please
approve it so we can stop wasting each others' time.  I know the law of my
jurisdiction better than you do and you're not protecting either FSF or the
GPSD project by quibbling with how GPSD's copyrights are done.
