If they don't state a licence but only the copyright then they are
propietary.  In GNU software we don't host programs that require
propietary things.

As I alredy stated in a past message, in GNU we talk about freedom,
not price, the cost for a copy of a program is not important, but is
the issue if it respect your 4 freedoms, see the definition of free
software in gnu.org.

We call non free software as propietary.  We aim at a fully free
enviroment, so we can't accept this project since it need the
propietary weather images.

If you ever get rid of those propietary weather images, free feel to
resubmit the project, we would accept it if you find a creative
commons or FDL replace.
