December 7th 2009 in GNU Savannah item 9946: "Submission of Tycho

Hi, I'm evaluating the project you submited for approval in GNU
Savannah. When all issues are fixed and it met the hosting
requirements (https://savannah.gnu.org/register/requirements.php) an
administrator will approve the submission.

Add Licence and Copyright information to *all* your non trivial files,
that may include HTML, plain text documentationand auto generated
files and build scripts.

As your project contains files than can not contain the Copyright and
licencing information inside it you should put a README file
enumerating all those files, it Copyright holder and it licence.

Also, please if possible put the files inside a directory in the
tarball. Is not an hosting requirement but is a de facto standard and
makes life easy to users. If files are in root of tarball one must
create an directory, move the tarball and uncompress it instead of
only unpack the tarball directly.

Files 54640-198.fits and fuji_0.fits seems to be object code. As we
only host free software projectcs you must include the source of all
distributed files.
