I don't remember seeing GPLv2-only exceptions :/

As far as I know, recent versions of intltool do not ship the scripts
anymore, and instead rely on it being installed on the developer/translator
computer.

I also remember that, when intltool still accepted bug reports, the
maintainer was not exactly easy to discuss with ;)
