Hello,

I have been told by the Savannah team that it is legally allowed to replace
the GPLv2+ license notices with GPLv3+ notices, even if you aren't the
original author of these files.

The approval process is always a good time to bring all file licenses into
sync, so I recommend to upgrade all GPLv2+ files.

Lastly, I'd like you to write a few lines about the external dependencies of
the project (if any) and which systems you know the project runs on. 
For example, "JP-Table has been tested, builds and runs on GNU/Linux and
OpenSolaris." This text can be placed in the README and after approval on the
description page of the project.
