[Savannah-register-public] [gnu.org #341056] Determining compatibility with the GPLv2

Hey,

Can anybody look at this? This is for a Savannah project submission.

The wording of that license was not 100% clear (among others the
"without fee or royalty" portion), so we'd like your point on this
before accepting the project.
