Hello.

At first, you added the license notices (papermail.pl), but did not add
appropriate copyright notices.

Please check

for more information, and update your files.


At second, every file <10 lines doesn't need a copyright or even cannot
copyrighted, so please remove the license information from your Makefile.
(But if it growes sometimes, please add the full GPL header into it, not only
the hint "under GPL")
