Well, tongues should be GPL and libtongues should be LGPL. Blah, I
missed that one, sorry, the COPYING file in libtongues should now be
LGPL.

Added the GFDL to data/COPYING. I have read the howto. It doesn't seem
to cover this particular situation, so do I have to put notices at the
top of each of the *.xml files or will the COPYING file suffice?
