Follow-up Comment:
Savannah's primary means is not to only provide download areas for projects. 
Further, your magazine would have copyright issues, since the "freak article"
occurrence would not be "free".  Consequently, your project is unable to be
hosted at Savannah.

I must say that sometimes we do get the "freak article", which is simply (c)
by its author.

But it's not normal.



I would like to use Savannah as a means of distributing the PDF version of
the magazine.

One possible problem is that the magazine's PDF will be *complete* - it will
therefore include advertising material  (full page ads, half page ads, and so
on).
