Follow-up Comment #3, sr #110580 (project administration):

Ineiev discovered why the mailing lists were not created automatically.  It
was me!  While I was working on preparing vcs2 I accidentally overwrote the
configuration file that enables this action!  Oops.

This has been repaired now and things should work okay again moving forward.
