Regarding client-side fixes:

https://stackoverflow.com/questions/21181231/ gives a number of workarounds,
but some of them have negative security implications. For example,

$ GIT_SSL_NO_VERIFY=1 git clone https://git.savannah.gnu.org/git/gnulib.git

works, but disable SSL/TLS checking and thus opens the door to DNS spoofing
and man-in-the-middle attacks.
