Details:

I've crawled out from under a rock and thought it would be a good time to
update the GNU GNATS website to adopt the new GNU website server-side
includes. However, I'm unable to commit said change due to the following
error:


$ cvs commit -m 'Adapting new server includes and simplifying' gnats.html
/web/gnats/gnats/gnats.html,v  <--  gnats.html
new revision: 1.56; previous revision: 1.55
cvs [commit aborted]: could not open lock file
`/web/gnats/gnats/,gnats.html,': Permission denied


Is it possible that the website files are no longer writable?
