Follow-up Comment #1:
Very likely there were too many external world activities hitting the vcs
system all at the same time and it consumed all of the available processes. I
say activities because this includes cvs, svn, hg, bzr and other processes
too. The resources are shared and not infinite.
The system seems healthy at this time. I just tried cloning it now and it
worked for me.
$ git clone git://git.savannah.gnu.org/config.git
Cloning into 'config'...
remote: Counting objects: 3861, done.
remote: Compressing objects: 100% (1746/1746), done.
remote: Total 3861 (delta 2078), reused 3852 (delta 2074)
Receiving objects: 100% (3861/3861), 680.91 KiB | 363.00 KiB/s, done.

Please try it again. I think it very likely that it will work for you now.
