Summary:  Please rename libcvs to libcvs-spec

Original Submission:  libcvs has been accepted as a GNU package, but with a 
rename to libcvs-spec.  I'd like to rename the savannah
project to the new name.  If a delete and recreate is
necessary to effect this change, that is acceptable, since
there is no information in the project yet, and I have
copies of the description.

Done. I will complete the task (changing type to GNU and associated changes) as 
soon as I get confirmation that libcvs-spec is part of GNU.
