I will approve your project even though it does not have any code yet.

When coding please keep in mind that
i) as a GPL licensed software it should not depend upon any software
   whose license is GPL incompatible.
ii) please include copyright and license-to-copy notices in every file
    in the source tarball, even in the data files, Makefiles and
    documentation files.

Right now, I have approved your project as a non-GNU project.  In order to
evaluate it as a GNU package, we need more information - a clear
description of the design and plans for the whole package, and
preferably part of the code.

When those things are ready, write to address@hidden to ask for an
evaluation of your project for inclusion in GNU.
