Ian,
We were able to add a file to the freeipmi repository as 'itz'. In the past,
this sort of problem has been caused by a project member trying to commit
changes from an anoncvs checkout. Try creating a fresh checkout (being sure
that you log in as 'itz') and moving your changes over.
If you still have trouble, try to copy/paste the error output from CVS and
provide any other pertinent details you can think of.
