[Savannah-hackers] posting news in absence of project maintainer

I tried to post some news for the savannah `url' project of which I'm
a member.  I find it needs approval from the project admin, but he's
at best very unresponsive these days.  Could I get the news posted
somehow?  It was to say that the project is probably defunct as it's
been absorbed by Emacs, so it's important at least to have such a note
on the project page.  Thanks.
