Actually, you will get a tree for the web pages regardless of what
license you put. We have been using "website" as license for projects
which are ONLY web pages, with no associated program.
However, for a project which corresponds to a real software package, I
think you should put the license terms on the software itself, even if
you don't want to put the source on our CVS server.
