Summary:  Extra text shown for CC list on bug admin page

Original Submission:  If I'm in a bug detail screen as an admin, so that I can 
change the parameters of the bug or type in followup text... with a URL like 
this:

  https://savannah.gnu.org/bugs/?func=detailbug&bug_id=NN&group_id=MM

then I see extra text like this show in the CC List section right before the 
"Add CC" text field:

   util_get_content("bugs/mod_bug_note_about_cc");

Looks like some PHP escaped!
