Ok let's try if using class=error in the banner message makes a difference.
it's now <h3 class=error> and is in big red font. Let's hope people will see it
this time.

By the way, still no idea which project this bug belong to?

I'm not agree at all. It is important to have direct access to savannah related
problem. The savannah support request/task/bugs arent not only related to the
savannah Project but the savannah Administration.

The problem is the fact that some people dont read anything before sending
reports or anything else. To my mind, the solution is not tohide tools but to
add a clear statement about this. This problem only occurs with the bug tool,
not with the support request tool. The main reason is probably the fact that
support request user are savannah users when bug reporter are not savannah
users.

For savannah users, it dont seems to be a problem. For occasional savannah
users, a comment should do the job.
A comment in class=error should be added on the bug submit page.

This bug does not relate to Savannah. It is once again a bug that was aimed at
another project. I think we should **really** remove the Savannah section from
the left hand side menu(especially the bugs, support request and tasks) which
confuse people. all the bugs that were wrongly sent to Savannah is because of
this menu.

My suggestion is to enhance the contact.php (Contact us link in the keft hand
side menu) script to tell people what to do if they need assistance (support
request>) or if they found a bug, etc....

And by the way I was unable to guess what project is supposed to receive this
bug.If you have ay idea....
