Summary:  language problem

Original Submission:  I've installed PHPGW v.0.9.13.018

There are several problems with languages settings, for example when admin 
creates accounts, language set is french when I'm using a french Internet 
browser, and english when I use an english one. I want the all software to be 
in french so I've installed the french languages and removed all the other 
ones. I don't know how to create only "french accounts" without opening the 
database and changing the accounts settings manually.

There is another languague problem in login.php: Phpgw can't find the eng 
language so it puts texts with an *. I wanted to change it in the code source 
but I found a note:

I don't know who Jengo is but if he could help me I would appreciate!

I regret there is no more forum section here. I've got a lot of questions and I 
don't know if it's the right place to ask them.
