+  The OP requests re-using user_name from account #74148 <lrn> deleted before 
2017
+  when user_names weren't cleared on deletion.  An admin of Savannah removes
+  the account using the new procedure (the [Delete] button).  The account with
+  name <lrn> is re-registered within a few hours.
