[Rpm2html] announcement: version 1.8.3 available

Hello,

rpm2html version 1.8.3 is available. Most notable changes since last
release (1.8.2):

* new maintainer: I (Peter Hanecak) took over the maintenance of rpm2html
  after agreement with Daniel Veillard. I have to thank Daniel for his
  work on rpm2html. I should also promise that I'll try not to ruin it. :)

  For little more details please see file PROJECT_ABANDONNED included in
  the distribution tarball.

* new website at http://www.nongnu.org/rpm2html/ : Project is now hosted
  on Savannah (https://savannah.nongnu.org/projects/rpm2html). Older
  releases are still avalable at http://rpmfind.net/linux/rpm2html/ .

* GIF images replaced with PNG images

* fixed bugs in configure.in affecting usage of 'configure --with-gpg'
